When idling motor it "pees" when I use throttle it sputters or stops for a few seconds which makes it overheat. What cause this, bad waterpump or thermostat sticking? thanks for your help

The first thing that comes to mind is that you are running this motor in saltwater and you have some clogging on the inside of all those small passages.

Fill a 5 gallon bucket with 2 gallons of vinegar and the rest with fresh water and run the motor in it for 20 minutes. If it is a larger engine, run the intake (via the flush attachment) in a couple gallons of straight vinegar

Either way, let the vinegar sit in there for 20-30 minutes then rinse with freshwater. Your engine will be clean on the inside, the pump will be happier and you should have plenty of water coming out of the pee tube.
