I have a 1996 5.7 Tournament Ski in a Malibu Response LX. It had been running fine with a WOT RPM around 4500.

Recently the WOT dropped to 3000. At the same time, I think, the starter began having trouble cranking the engine. It would seem to lock from time to time but then crank fine on another key turn attempt.

A couple of days later, after a difficult crank, the reduction gear in the starter failed. I replaced the starter and had similar difficulties with the crank. Then the reduction gear on the second starter failed.

Anyone have an idea of where to go next?

Pull the spark plugs and look for signs of water. You might have an exhaust manifold starting to leak water into a cylinder Cool

Good call. A hydro-lock seems obvious in retrospect.

Pulled plugs and had water in all cylinders with a milkshare in the oil pan. Flushed the oil, changed the filter and put it all back together.

Ran rough with port bank missing. Pulled plugs. #3 held nothing on a leak down test with air audiable in #5.

Pulled port head and found blown gasket. Not sure if that is source of water or not given the location of the blow (clean at the narrowest part between the cylinders.

Also found odd scoring in #3 -- serpentine and irregular with spalling. Not sure what would do that. FOD or crack???

Anybody have thoughts?

Take the manifolds to a radiator shop and have them pressure checked. Cool

Had the same problem. Yes the manifold should be taken to a radiator expert for checking. If the spark plugs have signs of water then that is major problem in it. You should do some overhauling.
