Lately my boat has been steering sort of loose with the O/B not turning much unless I really turn the wheel. Can this be a loose fitting or some type of hydraulic fluid problem? Maybe someone out there has also experienced this problem and can make a suggestion? Thanks

It sounds like you have some air in the system! Try Bleeding at the cylinder.
If you still have problems you may need to re-seal the helm pump. Are you losing any fluid?
