My '96 mercruiser 5.7L overheats at high RPM's. I've tried everything....new impeller, water pump, thermostat, new risers/manifolds/elbows, checked outdrive for debris, checked water flow in and out (seems OK?). I am missing my exhaust bellows though? Can this cause overheating? What else could it be?

Is the engine getting hot or is it just the temperature gauge reading hot?
The manifolds should be around 120 degrees - can you put your hand on them for a few seconds?
Here is another test...
With the boat in water, running. Pull the supply hose (to the thermostat) from the outdrive see the flow - air bubbles? You cannot test this one with a hose.
